What is a “System of Care”?
Children with serious emotional challenges face hardships in many aspects of their daily lives—at home, in school, in social situations, and in the community. They need coordinated services and supports from a variety of child-serving agencies and centered in the child’s home community. They need a delivery system that supports the family’s efforts to help the child be successful in as normal an environment as possible.
Following a national movement that is based on in-depth research and very positive outcomes for children, Orange and Chatham Counties have been developing a coordinated delivery system for these children. This “system of care” model is based on a philosophy built on three hallmark tenets:
1. mental health service systems must be driven by the needs and preferences of the child and family;
2. services must be community-based their management is built on multi-agency collaborations;
3. the services offered, the agencies participating, and the programs generated to meet the mental health needs of these children are both responsive and sensitive to the cultural background of the populations being served.
